Social Security in Missouri: Effective for tax years beginning on/after Jan 1, 2024, Missouri exempts 100% of Social Security benefits (and 100% of Social Security disability benefits) for individuals age 62 or older, with NO income limit — SB 190 repealed the prior AGI phase-out (formerly full exemption only if AGI ≤ $85,000 single / $100,000 MFJ, partial above). Benefits must be included in federal AGI to be deducted, then subtracted on Form MO-A.
Pensions, IRAs, and 401(k)s: Public pension exemption: subtract public retirement benefits up to the maximum Social Security benefit for the year ($47,633 for 2025; $46,381 for 2024); income limits removed effective tax year 2024. Private pension (non-public employer, IRA/401(k)-type annuity) exemption: up to $6,000 per taxpayer, fully allowed only if Missouri AGI ≤ $25,000 single / $32,000 married filing combined / $16,000 married filing separately, phased out (reduced dollar-for-dollar) above those thresholds. Military retirement pay: 100% exempt — the taxable military pension is subtracted in full from federal AGI on Form MO-A (tax years 2021 forward). Interaction rule: if you also claim the Social Security/SS-disability deduction, the public pension exemption is reduced by the amount of that deduction.
