Benefit programs in Maine (2026)
For families in Maine we check every federal program below, then map your state's own programs and point you to the office that runs each one.
For some of Maine's own programs below we already have a vetted maximum from the official source. Those show "Up to $X/year". For programs without a vetted cap, we describe the program and link its official page while we finish computed-depth verification. Federal amounts are computed for every state, including yours.
Maine families can get Medicaid help with care at home through 5 Medicaid home and community-based services waivers that pay for care in your own home instead of a nursing facility. Maine also has a confirmed property-tax relief program for seniors, the Maine Homestead Exemption. Its confirmed benefit is quoted in the program's own official wording further down this page. Maine also runs a federally funded LIHEAP energy-assistance program that helps pay heating bills for qualifying households. Figures checked against official sources, last on 2026-08-05.
Does Maine Medicaid pay for care at home?

Maine runs 5 Medicaid home & community-based services waivers, including "ME Elderly and Adults with Disabilities Waiver (0276.R06.00)" and "ME Home and Community Based Services for Adults with Other Related Conditions Waiver (0995.R02.00)". These pay for care in your own home instead of a nursing facility. We have no confirmed dollar figure for what they pay. Amounts depend on an assessment, and most waivers have waiting lists. What property tax relief is available to seniors in Maine?
Maine has a confirmed property-tax relief program for seniors: the Maine Homestead Exemption. $25,000 of the homestead's just value is exempt from tax (statutory base $10,000 under 36 M.R.S. §683(1) plus $15,000 additional under §683(1-B), the full level in effect for tax years beginning on/after April 1, 2020). The exemption amount is multiplied by the municipality's certified assessment ratio, so in a town assessing below 100% of just value the actual value removed is proportionally less (e.g., a 90% ratio yields a $22,500 reduction). No enacted senior- or veteran-specific enhancement exists in current §683 (bills to raise it to $50,000 for age 75+ were only introduced, not enacted). That figure is confirmed against Maine's own official page (last checked 2026-08-05). Maine runs 5 property-tax relief programs that seniors may qualify for in total. See the full list below, or call your state's Aging and Disability Resource Center at 877-353-3771 and ask which apply to you.

This is the ceiling, not a typical amount. A separate crisis benefit of up to $500 is available if your service is about to be shut off. Source: https://liheapch.acf.gov/profiles/Maine.htm

Retirement income tax
Social Security in Maine: Maine has a graduated state income tax (2025 rates 5.8% / 6.75% / 7.15%) but does NOT tax Social Security or railroad retirement benefits — they are fully subtracted from federal AGI on the Maine return. Caveat: Social Security and railroad retirement benefits received DO reduce the separate pension-income deduction dollar-for-dollar (see retirement_income_treatment).
Pensions, IRAs, and 401(k)s: Eligible non-military pension, annuity, IRA and 401(k) distribution income qualifies for the Maine pension income deduction, capped at $48,216 for tax year 2025 (the cap equals the maximum annual Social Security benefit and is indexed each year). This cap MUST be reduced dollar-for-dollar by all taxable and nontaxable Social Security and railroad retirement benefits received. A newer law phases the deduction out for higher earners: it begins phasing out at federal AGI above $125,000 (single), $187,000 (head of household), and $250,000 (married filing jointly). Military retirement pay (including survivor benefits) is 100% exempt for tax years beginning on/after Jan 1, 2016 and is NOT reduced by Social Security benefits.
