Benefit programs in Kentucky (2026)

For families in Kentucky we check every federal program below, then map your state's own programs and point you to the office that runs each one.

We don't put a dollar figure on most of Kentucky's own programs yet. Those amounts depend on rules we haven't finished checking against official sources. What you get instead is the program, its official source, and who to call. Federal amounts are computed for every state, including yours.

Kentucky families can get Medicaid help with care at home through 7 Medicaid home and community-based services waivers that pay for care in your own home instead of a nursing facility. Kentucky also has a confirmed property-tax relief program for seniors, the Homestead Exemption (Age 65 or Older). Its confirmed benefit is quoted in the program's own official wording further down this page. Kentucky also runs a federally funded LIHEAP energy-assistance program that helps pay heating bills for qualifying households. Figures checked against official sources, last on 2026-08-05.

What property tax relief is available to seniors in Kentucky?

Kentucky has a confirmed property-tax relief program for seniors: the Homestead Exemption (Age 65 or Older). $49,100 is deducted from the home's assessed value for the 2025-2026 assessment years (up $2,750 from $46,350 in 2023-2024); property taxes are then computed on the remaining assessment. The amount is recalculated every two years for inflation (authorized by Section 170 of the Kentucky Constitution; KRS 132.810). That figure is confirmed against Kentucky's own official page (last checked 2026-08-05). Kentucky runs 2 property-tax relief programs that seniors may qualify for in total. See the full list below, or call your state's Aging and Disability Resource Center at 1-877-925-0037 and ask which apply to you.

Retirement income tax

Social Security in Kentucky: Kentucky does not tax Social Security benefits. Any portion of Social Security that is federally taxable (reported on federal Form 1040, line 5b) is subtracted from federal AGI on Kentucky Schedule M. No age or income condition applies.

Pensions, IRAs, and 401(k)s: Kentucky levies a flat state income tax: 4.0% for tax year 2025, decreasing to 3.5% for tax year 2026. Pension, annuity, IRA, 401(k)/deferred-compensation, disability-retirement and other written-plan retirement income is excluded up to $31,110 per taxpayer via Schedule P (Kentucky Pension Income Exclusion); only amounts above $31,110 are taxed. There is NO age requirement for the exclusion. Each spouse computes their own $31,110 exclusion independently (up to $62,220 combined on a joint return). Retirees from the federal government, the Commonwealth of Kentucky, or a Kentucky local government whose pension is attributable to service performed before January 1, 1998 may exclude more than $31,110 for that pre-1998 service.
